Civic Leadership: Serving Atherton, Shaping the Region

A lifelong believer that innovation must ultimately serve people and the planet, Dr. Diana Hawkins Manuelian brings data-driven rigor and bridge-building empathy to public life. Since winning election to the Atherton City Council in 2020—and completing a term as Mayor in 2024-25—she has transformed research insights into actionable policies that strengthen safety, sustainability, and community engagement.

Climate-Action & Resilience

Worked with city council to advance Atherton's Climate Action Plan with measurable targets for greenhouse-gas reduction and electrification: promoted the adoption of reach codes and a gas powered leaf blower ban.

Fought for drainage-infrastructure upgrades to counter increasingly severe storm events and flooding.

Hosted Atherton’s Earth day festival bringing together local NGOs, climate researchers, and Silicon Valley innovators to promote sustainable living and created  unique educational and fun activities to raise awareness for  environmental issues

The Sheep Vs the Robots: (a competition pitting live sheep versus  lawn mowing robots  to draw attend to green yard maintenance)

Emergency Preparedness

Board member for the Atherton Disaster and Preparedness Team (A.D.A.P.T.), a local community-based nonprofit funded by the Atherton Police Department. Organized neighborhood parties to recruit new members, contributed to the organization’s rebrand, and helped launch a program establishing emergency check-ins for vulnerable community members. Assisted in creating a neighborhood emergency cache program and am currently developing a teen-focused pilot project.

Supporter of strong fire and emergency response - Diana ran for public office in opposition to the controversial proposal to  detach from the Menlo Park Fire District.  She pledged to reestablish good working relations with the Menlo Park Fire District  and was elected to the position of liaison to the fireboard which she held for over 4 years.

Community Engagement

Worked on the restoration of the historical Atherton train station with funding from CalTrain. Currently creating a mini History Museum in the newly restored  train station which is scheduled to launch in fall of 2025.

Created Youth Advisory Board, giving high-school students a voice in municipal projects.

Worked with The Center for Age - Friendly Excellence (CAFE) (a program funded by the San Mateo County Area Agency on Aging (AAA) to conduct focus groups in the city of Atherton to identify the key needs of our seniors.

Supported the development of Atherton Senior Task Force to host educational lectures and programs targeting Atherton seniors

Worked on conducting a city wide survey on resident satisfactions and policy concerns.

Hosted and participated in various city events such as: ribbon cutting on the new Atherton civic center, the Atherton Centennial Celebration, Earth day and the annual lighting of the Christmas tree.
